Honestly I can only speak for myself but for me it probably came form the fact that I headcanon that both Starscream and Optimus are exes of Megatron, who were hurt by him (obviously), but Optimus has already recovered meanwhile Starscream is just getting out of the relationship, so Optimus having already experienced what it's like, helps Starscream out because Optimus knows nobody else will and then they find comfort in each other and fall in love, so I guess the potential that they have xD
