The Arbiter believed he could be redeemed...

This is not a story, this is just a theory.

When Kel'thuzad first died, the Arbiter considered him redeemable. Sending him to Revendreth which is supposed to act as a form of rehab for spirits who have sinned in life. Whilst there, he probably figured he could convince Lord Denathrius to free the Jailer.

However, I'm pretty certain Lord D was possibly getting bored of his role in the shadow lands or was already thinking about doing such. Kel'thuzad most likely got his attention because he had a direct connection to the jailer. But before Lord D and KT could start anything, KT needed more power and Lord Denathrius needed more time. So lord D tossed him into the maw.

So the jailer projected Kel'thuzads image through Frostmourne as a means to keep Arthas mainly under his control. Which is why none of the demons or other undead knew Kel'thuzad was there. His spirit was still in the Maw.

Speaking of Frostmourne, it's curse (as was blatantly shown) was "contagious" in a sense that it wasn't just the wielder that suffered it, but also all those who have died, been hurt, or touched by it. If Uther still felt it's affects in the afterlife, so would have everyone else. Quite, possibly becoming the Jailers next puppet to wield that dread weapon or far worse.

Anyway, after Kel'thuzad was resurrected and then slain again, he passed through the eyes of the Arbiter and she STILL considered him redeemable, sending him back to Revendreth. The only difference in this time is that he had more power, and Lord Denathrius was ready.

Giving Kel'thuzad a medallion, Lord D sends him to Maldraxxus to wreak havoc. Meanwhile, he finishes his final preparations.

With all that being said. If Kel'thuzad and Garrosh were considered redeemable, most likely so would Arthas be, BUT what would you have to do to be thrown into the Maw by the Arbiter? If causing so much anguish and pain like they have does not mean they are eternally damned, then what does? Do we even want to know?
