To be honest? If Cell and Frieza would actually be in a relationship wouldn't it be like Ozzie and Fizz from Helluva Boss? They cannot do a worse job at hiding it even if they tried.

They would be really bad at hiding it. I think Frieza is the only one who cares about keeping a relationship a secret for his reputation and whatnot but Cell probably doesn't really give a damn and only keeps the secret because he knows Frieza would be mad if he didn't.
