Yeah. Of course they have. If everyone sees the police as evil monsters, then everyone would demand their abolition. The police would easily lose their power to continue being evil monsters.
Abusive people never abuse everyone. They always carefully select their victims to make sure they can be abusive while still maintaining their support from society. They're not like cartoon villains who everyone recognizes as evil.
If the police make you feel safe, it's only because you're not the target of their abuse. But you would be if they were able to get away with it.
