Concerning the Effects of Net Neutrality Repeals

ok so im a canadian and I'm on tumblr a lot. as such I've been seeing this explode literally everywhere i go on the web. I've seen whats happening or going to happen and the probably fallout should the FCC once again stick its business models where they don't really belong....but no internet search i have tried has been able to tell me exactly what that means for canadian service providers! If the FCC should succeed are we also going to be paying despite the fact that the FCC has no jurisdiction in our country? can someone please help me out cause i don't know and I'm pretty sure since I'm not an american citizen i can't sign petitions to stop a government branch of a foreign nation from meddling outside their jurisdiction....also who owns the internet?
