Small Cabin Tales theory I wanted to share!

(Spoilers below)

Richard, Peters's neighbor, is secretly an undercover cop!

During the “Happy Anniversary” episode, when he asks to meet Sarah, he is actually trying to save her from Peter.

He, along with a crew, decided it was best to get to know Peter before trying to rescue Sarah. Why? To learn Peters schedules, his interests, his personality. So, that's why Richard is tipically outside, watering his flowers.

(They mainly memorize his schedule in order to safely escort Sarah out of the home; so no violence would be necessary. Plus, Peter would likely retaliate against the police and become a bigger threat to both Sarah and the police)

He isn't gardening, he’s waiting for Peter (or, he’s trying to listen for Sarah's cries to locate her in Peters's home).

At the near end of the episode when Sarah cries out for the police maybe this helps support my theory? However, that is a major stretch!
