Not completely true, the vast majority of those who do get access to the Internet (as opposed to the intranet Kwangmyong) are either in the elite or the military elite. About 4% of the population has access to it, but even then, it’s heavily censored by the national government as you’d expect. In any case, Sinuiju, being very close to China, does make for a relatively comfortable place to start off for trade & ideas. As you might guess, the artist I refer to does live there, & is stationed somewhere in the fields now on his 8th year of military service in which he began since age 16 (the typical age for the beginning is 17) [17 also being the age of majority).
