I assume (out-of-universe) because Star Wars pre-dates the internet as we understand it, it was never considered. I’d assume there’ve been attempts to integrate it over the years but they just haven’t stuck.

I think it was mentioned in one of the old West End Games sourcebooks that there does exist a “public” galactic communication service (like video-chat)? But again it’s reliant on the infrastructure being present and it’s specifically noted to have significant time delays depending on where you’re contacting (and be very expensive depending on what service package you use in what location). I’d be fascinated to know how all the Jedi communicators work under that system (I think I recall reading that they essentially piggyback of existing services automatically, since you don’t want a Jedi to be out of contact because they can’t afford the fee), given that they’d presumably have a lot of the same technical issues.

I also know there’s been mentions of a “holonet” and one of the Separatist Leaders, Po Nudo, was head of the “Hyper-Communications Cartel” which defected to the CIS, but that’s typically used synonymously with either “Galactic news” or propaganda, so it could be a communications thing, it could be a sort of proto-internet or it could be just, the news.

It's my headcanon that there's not a galactic-wide holonet. That infrastructure just isn't there. Individual planets like coruscant probably have a holonet, sure, and some core worlds are connected to each other, but for a lot of the galaxy, most of the galaxy even, the average person just doesn't have access to a galactic equivalent of Earth's internet.
