Depends who ya mean. Assuming this is Portal and the two wasn't cut off, Portal has three characters. We can safely assume you weren't referring to Chell as she's the protagonist.
This leaves us with either GLaDOS or Rattman.
If you mean GLaDOS you get shot, you 100% have her direct presence because there's cameras and speakers everywhere, and if we're allowed to take Portal 2 into account it's implied the entire facility is an extension of her will.
Rattman meanwhile would spare your life, as there is nothing of the man himself. You find hideouts at various points, clearly used but by who is left ambiguous. Within them is vague advice, maddened scrawlings, and miscellaneous refuse. You never even learn his name in the story, that's only in an outside comic and developer commentary. Despite this, Rattman's influence is undeniable. It's his writings which lead to Chells initial escape, and her being led to GLaDOS' chamber. Despite his never appearing, never saying a word, not appearing even in the files, Douglas Rattman is an extremely influential character. More difficult to argue, of course, is the word 'torments;' but at the same time, would it not be tormentous situation for Chell? In a strange, terrible place with death around every corner, and the only outstretched hand of aid is so clearly mad?

i drew these a very long time ago for a short comic about doug that was set up in a similar way to this one, with captions narrating each panel. it was going to be about him waking up in the future with the bullet wound from the turret in his leg and… i never figured out what would happen next. i’m still really proud of these panels and didn’t want to leave them sitting in my drafts forever, so here they are now for your viewing pleasure
