I think water benders can make steam. In the Day of Black Storm the water benders made a steam cover and in The Awakening Katara made a steam cover too. Also, I think fire benders can cool stuff down as well. In the Firebird and the Avatar, Sozin lowered the temperature of the erupting volcano by redirecting the heat. But I think you're right about how Bolin learning the sub-discipline was not a very natural development. No learning curve or anything.

Why waterbenders can bend AND create fog/mist but can only bend steam, not create it.
Steam is water in a gas phase, while mist, or fog, are small droplets of water in the condensed phase, but small enough to be kept in the air by thermal Brownian motion. There is a huge difference in their properties.
Steam at 1 atmospheric pressure is defined to be water at a temperature of 100 degrees celsius or more. It is an invisible gas, and contains a large latent energy which is released when the steam condenses into droplets. It is highly dangerous, since its high energy content can scald very effectively per unit mass.
Mist, on the other hand, is a harmless droplet state with only marginally more energy than bulk water. The extra energy is all due to the surface tension of the droplet formed, and is orders of magnitude smaller than the latent heat required to boil water.

I've thought the same and the only thing I can come up with is that she simply wasn't interested in being great in combat. According to her wiki it's canon that she she was more peaceful and in-tune with her spirituality, rather than wanting to engage in open conflict. They also describe her as somewhat of a hippy. The whole reason she left the southern water tribe was to find herself and move out of the shadow of simply being Katara's daughter and wanting to be known as a renown healer in her own right. Which she did achieve. So in conclusion: I think she simply isn't interested in being a good fighter and focused on her healing.
It should also be noted that katara was a special case within waterbending. She mastered waterbending in literally mere months. Perhaps Kya's natural talent was in healing like her mother's was in combat.
I was rewatching LOK and I couldn’t help but notice how Kya wasn’t that great at waterbending. Don’t get me wrong, she’s still amazing, but considering her mom was literally Katara, she could’ve been a little better? I was watching that scene when Kya was fighting Zaheer, and all I could think was, “Katara would’ve DESTROYED him. What’s going on Kya?” I told my dad this and he was all like “maybe she wasn’t trained as much in combat. Maybe she was more trained in healing.” And I practically screamed, “HOW COULD KATARA STAND FOR THAT???” Anyway feel free to fight me on this but I think Kya could’ve been a better bender. Did Katara not train her? Did Kya not have a huge passion for improving her waterbending? Was Kya better when she was younger? HELP ME UNDERSTAND
