Compared to RWBY's plan where the majority of Atlas died when Cinder blew up the dimension bridge, or are trapped in a sandstorm made of flying Grimm, and Salem takes two of the four relics from RWBY leaving them with NO relics?
Also RWBY's plan led to Jaune killing Penny. A pro gamer move, losing the items you were meant to protect, and killing your own teammate.
Furthermore, Atlas's defences as they were have held back the Grimm since the show started. Salem has also shown to have failed to directly damage Atlas's shield, and she needed infiltrators to sabotage Atlas's mechanics before she could invade Atlas. The fact that Salem had failed to get through Atlas's embargo before V7 further indicates the superiority of Atlas's defences against Salem's Grimm in a direct fight.
Taking that into account, Atlas could have either stalemated Salem long enough to get reinforcements from the Mistral or Vacuo, or used Ambro's power, since Atlas would have the Winter Maiden, to fashion a propulsion system to get Atlas to Argus, which is relatively unharmed and the closest city friendly to Atlas.
You can't say that Ambro can't build a dimensional network that connects Atlas to Argus once Atlas is safely up in the air away from Salem. RWBY did it to get to Vacuo.
In any case, Ironwood's 'spreading the word about Salem' at the beginning of V7 still applies at the end because;
(1) RWBY did what Ironwood always intended to do in V8; and
(2) There was ever only ONE plan, and the events of end V7 and the entirery of V8 are the result when RWBY derailed Ironwood's strategy, and everyone is trying to pick up the pieces.
Therefore, step Ironwood has more options than step RWBY. Which only led to agonizing failure.
Speaking of, you said in your post that Ironwood would be playing siege warfare against an enemy that doesn't need to eat, sleep, and can't die. Now this is Ironwood dealing with this enemy from a tech laden fortress which is adequately manned, and bolstered by a still combat effective army. How would RWBY fair any better with a dozen Huntresses between them and the Happy Huntresses, in street-to-street fighting against an enemy that doesn't need to eat, sleep, and can't die? While protecting a mass of civilians at the same time, panicking and attracting more Grimm as they do so?
To the Ironwood fans who said that he had a plan and Team RWBY didn't at the end of Volume 7-
What, exactly, WAS his plan? Not what you interpret as his plan, what was his plan as stated/shown in the show itself?
And on top of that, for the Ironwood fans who said that Team RWBY suffered no consequences-
What is your definition and example of consequences in stories.

I didn't see any soldiers evacuate Atlas, so they're dead.
Neon and Flynt weren't seen on the dimensional bridges, so they are dead too. Which probably means the Atlas Academy Huntsmen didn't make it.
You want to rely on facts and what is shown either on the Wiki or in the show? Well, that's a body count on RWBY's hands you'll have to account for.
How would Atlas feel about their family and friends dying? People won't tolerate being isolated forever? Sounds like a 'could have' thing there. Typical fndm double standards, so I can't raise what Ironwood could have done but you can bring up 'could haves' to invalidate Ironwood? Typical.
In any case, the main point here is that sacrificing Mantle for Atlas would have opened up options that RWBY's plan DID NOT. RWBY lost, and its all their fault. RWBY's plan got hopped half of who they intended to save out of the frying pan ans into the fire. Ironwood can't be responsible since he had effectively washed his hands off Mantle, as you showed in your wiki links. RT even deliberately wrote the story so that RWBY would lose. Your precious writers shafted you and somehow Ironwood and his stans are to blame.
Ironwood also was FORCED to abandon the plan because of RWBY. Heck, even Ironwood's theme song was always about sticking to his plan and sacrificing himself to make sure his plan succeeded. Ultimately, RWBY was the cause of Ironwood's plan failing, and RWBY used Ironwood's plan as well. So it still applies because V7 and V8's narrative is tied to Ironwood's plan as expounded in ep2 of V7. Once again, great RT writing, nothing to do with Ironwood.
Ultimately, your OP asked what was Ironwood's plan. I told you his plan. The show RWBY acknowledges the validity of the plan since Ruby enacts it in V8 even though it is 'abandoned' by Ironwood, and the narrative of V7 and V8 centers around the failure of Ironwood's plan, probably caused by RWBY.
RWBY's alternative to Ironwood's plan is to evacuate Atlas and Mantle with Ambro's power. That plan led to a body count that is definitely higher than Ironwood's, even if it did not encompass all of Atlas and Mantle. We only see the civilians escape, and not all of them since some were knocked off the bridges when Cinder attacked. Furthermore, these civilians are stuck in a sandstorm with Grimm, protected by 2 Huntsmen, 2 civilians with guns, and 1 Winter Maiden. Maidens are also not invincible since Cinder beat one in her prequel. Not to mention Winter is human, whereas Penny is a robot with better weapons than Winter.
Furthermore, RWBY's plan led to Salem gaining the relics. That is a fact. Could RWBY reclaim the Relics in the future? Sorry, that's a 'could have' question and we ain't supposed to be doing those right?
It seems, in the end, that you have huffed enough paint thinner to entirely wipe from your mind the fact that RWBY's plan failed. After they tried Ironwood's plan when they were against it in the first place, even.

Hey, I ain't saying you were wrong for your lack of sportsmanship. I have dealt with enough RWBY fndmers to know what to expect, and should have been more careful.
Who knows? Maybe this thread would be an insight into how a fndmer thinks for rwdes and Ironwood stans. Avoidance is best but I am a sucker for conflict.
