WARNING! MAJOR SPOILERS FOR GOOD OMENS S2!
In the last episode of season two, right after Aziraphale told Crowley what the Metatron told him, Crowley says this:
"When Heaven ends life here on Earth, it'll be just as dead as if Hell ended it."
I think there's a hell of a lot more to this line than we think. Especially with what Crowley says after.
So, we know Crowley created the universe and he was super proud of it, and when he learned it would be destroyed, he was understandably angry and confused. I also think this is why he lived on Earth and not in Hell like other demons. He wanted to spend as much time with his creation as he could before it was ripped from him.
Well, I think his first "Please tell me you said no" after the whole destroying Earth thing was him saying "You helped me save my beautiful creation once, don't make me do it alone this time."
And after the pause I think his second one was him actually hoping Aziraphale would say that he said no. Then when Aziraphale reveals that he didn't say no, Crowley starts to confess as his, as we all know, last-ditch effort to get Aziraphale to stay.
Sure, Aziraphale has already said yes, but he hasn't left yet. He may not have lived on Crowley's beautiful planet for 6000 years like Crowley did, but he was here now and Crowley didn't want him to leave.
In short; I don't think Crowley refused Aziraphale's offer because he didn't want to become an angel again, at least not fully the reason. I think he refused it because he couldn't bear leaving behind his beautiful creation, even if it meant losing the love of his life and dying with his creation by the hand of Heaven.

It could be Crowley thinking about Aziraphale OR Aziraphale thinking about Crowley. This is probably gonna be a long post because I'm also gonna be adding lyrics for anyone who hasn't heard the song.
I'll start with why it works for Aziraphale thinking about Crowley.

I'm gonna focus on the last line. Throughout Good Omens, we hear Aziraphale try to tell Crowley he's nice, but Crowley always says he's not nice because he's a demon, not an angel like he used to be. Aziraphale being insistent on Crowley being good, and being happy about being able to turn him back into an angel, makes me think Aziraphale never really stopped thinking of Crowley as an angel. He never stopped thinking of him as something holy.
And take the pain
Make it billboard big then swallow it for me
Crowley can turn into a snake, as we saw in season 1 in the garden of Eden. And as we all know, snakes can unhinge their jaw to eat larger prey. I think the pain Aziraphale could be referring to here is the pain he's been given by Heaven. As Crowley said, "We don't need Heaven, we don't need Hell! They're toxic!"

Once again, I'll be focusing mainly on the last line. Aziraphale puts himself into danger and Sometimes keeps himself in danger because it makes Crowley happy to rescue him.

Crowley was cast out from Heaven because he questioned things. Maybe if he had asked one less question he would still be an angel.
Got a few more fake friends
And it's getting hard to know what's real
I imagine these lines would be after Aziraphale went back to Heaven, but eventually realises that he's made a mistake. Now he's torn between what he's believed his whole life with Heaven, and going back to Crowley to take back what he lost at the end of season 2.
Now I'm going to do the same thing for Crowley!

Crowley ran into a burning bookshop because he thought Aziraphale was still in there. He was willing to fire a gun at Aziraphale knowing full well that it could kill him. He mircaled away the stain on Aziraphale's coat after he got shot with a paintball. He went to Heaven to find out what the hell was going on so he could keep Aziraphale safe. He even put himself in direct harm's way to stop a war that would force him to fight the love of his life. TWICE!

first shot we get of crowley in s3 is set to queen's somebody to love and as it starts with "each morning i get up and die a little / can barely stand on my feet" we see him literally getting out of bed (been sleeping for months) and bump into countless bottles of wine scattered on the floor. he looks around looking for a half-full bottle and starts drinking again.
doorbell rings. multiple times.
he drags himself to the door and opens it as the song says "somebody to love". it stops abruptly and turns to complete silence as we see aziraphale at the door holding an infant (baby jesus 2.0) looking like he just ran a marathon.

to aziraphale, crowley is the one who seems to need to leave. he has been trying to escape, from heaven and from their responsibilities and from the plan. crowley, in aziraphale's mind, is trying to escape, but aziraphale is clinging to both him and heaven, not wanting to let him go
to crowley, aziraphale is the one trying to leave. he's trying to abandon crowley, leave and go to heaven where crowley cannot follow, and all crowley can do is beg for him to stay and hope he isn't abandoned once again
but in reality, neither of them can see the truth of the situation because both of them are too clouded by their perceptions
crowley is incapable of returning to heaven, just as aziraphale is incapable of leaving
the bird tries to fly away, desperately wanting the dog to fly with him but not understanding that the dog does not have the wings to follow. the dog does not understand that the bird is waiting for him to follow, and all he perceives is the bird flying away from him as he struggles to make him stay
they are both in each role, equally the same yet more different than they can comprehend

Do we still remember "Buffy the vampire slayer" the series?? I was Spike fan. It was since last 7th season that I was feeling so awful about fictional characters. I am talking about episode where Buffy finds Spike in school and he told her that he tried to cut out his Heart several times. He. Was. Vampire. Spike was losing himself. Also Big Bad was always around and coming back as like a Buffy herself... That was in 2003. F@€king 20 years ago... And now... we have "Good Omens" season 2... Well, no paragons, because six episodes were much full of feelings and tension then all "Buffy the vampire slayer" the series. Probably because I am not teenager anymore. And both Aziraphale and Crawley acting like in real life. Literally. They know eachother preferences and the smallest changing in voices, but still not talking about real feelings. Mates, they are engaged since Eden Garden Era and they are married (probably) since 1887.
So, that is clear example of hetero agenda. *Aziraphale winking mode.* Faking being friends to the point of having broken Heart, because both are not "opposite genders".

Crowley: Look Angel, we're standing under a mistletoe! You know what that means... Aziraphale: (oblivious) Crowley, this isn't a mistletoe- Crowley: *hectically miracles the branch into a mistletoe* Whatcha saying? Couldn't hear you
It surprised me that I've never seen this theory anywhere, BUT-
Let me quote God in S1 E1, right in the beginning: "It starts, as it will end, with a garden. In this case, the Garden of Eden."
WHAT IF, at the end of GO S3, in the very last scene, we will see Azi and Crowley together in a garden again? It is not Eden, but God implied it'd end with a garden. Their own garden in a nice cottage in which they'll spend the rest of their lives? A sort-of new paradise? We can only speculate, but just imagine them standing together in a garden, like in the beginning, but now with millenia worth of shared memories, pain, struggles, love,... Imagine God narrating the very last scene like the very first. Imagine God recapping about their history, and talking about how they will finally, freely and in peace, be able to spend the rest of their lives together. In the beginning, the Garden of Eden was the paradise of Adam and Eve, in the end, the new garden may be the paradise that is the rest of Aziracrow's finally happy, immortal life together.
