"Looks like Cesare"
This is a trope that we see very often in the Media, yet few people know the real name of it. Basically, a character with very pall skin, black hair, deeply hollow eyes, a skinny figure which gives them an unhealthy look and overall dark features falls into this trope. The personality of this character varies from "Woobie" to straight-up "Ax-Crazy". The trope was named after the character from the movie "The Cabinet of Dr. Caligari", but nowdays everybody associates this character design with Tim Burton's artstyle.
Some honorable representatives are L Lawliet, the Penguin, Wilson Percival Higgsbury, and basically 70% of Tim Burton's characters (hence the confusion).
