I think because Raph is livid at Donnie for experimenting on himself (and his big brother senses telling him to baby his little brother), he decides to punish have him wear pull-ups, just to avoid "accidents". Only one problem: Donnie is very fast, so Raph assigns Mikey to put them on Dee.
