Is ???%. Mob’s mental form/soul was torn apart by mogami’s spirits and consumed, but ???% emerged and pulled himself back together. It’s a little more clear in the manga that Mogami is speaking about ???% while he and his mental world are being destroyed.

In the manga, mogami’s world is plunged into darkness and then ???% recreates mob’s spirit form/soul and retreats back inside it before mob wakes up in his body. What they did in the anime instead is actually really cool.

This is ???% as we and everyone else have always seen him. A dark, shadowy, unknowable figure. He has destroyed everything inside mogami’s universe (excluding Mogami completely) so he’s surrounded by a white void. What happens then (imo) is that he destroys the universe itself, completely casting out mogami’s presence. In a somewhat meta way, he also casts out mogami’s perception of him. He is left alone now in this space and the result is that we can see into His world. In this moment, devoid of any outside influences, we can perceive ???% as he perceives himself. That is, of course, as a pure and powerful (and alone) kageyama shigeo.
