EDIT (3/21/12) : Apparently it's a kind of cherry tree. Specifically, a shidarezakura, a "weeping cherry tree." When I have a house someday, I would like a weeping cherry tree in the backyard. It can be next to my small pond, where the neighborhood ducks would come hang out every spring and summer.... *sigh*
