Yes, inadvertently he set some things in motion, at least from the outsider's perspective. That and, well it was true that when you needed him most, he'd mysteriously be out of reach.

     As for the surface, well. He still had his contacts, his schemes. But being under fire in one setting despite being more or less trustworthy in another was hurting his brand. Was it so bad that he was wanting to return to a sense of normalcy ?  There's an argument to be made that he was just as much of a hero as the rest of them.
