I imagine that the Gotham rogues have their own little legion of doom run by Two Face. Like, he manages the spreadsheet of who’s committing what crimes on what dates and times. He delegates money from their communal fund that everyone willingly donates to so that they all have equitable amounts of money for things like jobs, goons, heists, etc. He’s the one making sure they’re all paying taxes and following labors laws. He hosts a monthly meeting to discuss changes, Batman, events, etc. At some point it gets so big that they have to start putting different rogues into ranks to determine who needs more resources/time slots. Like, obviously Joker has reserved Christmas for like 3 years in a row just to make other rogues mad but he and couple other get first dibs because they are more active. They have to submit proposals for requesting large amounts of money and it’s approved by the whole group. Like, scarecrow wants a large sum to work on a new formula of fear toxin and it’s vetoed because Mr. Freeze has a better proposal for a different project. It’s stupid and silly but it’s fun to think about.
