I have a friend who homeschools her kids due to residential instability (they tend to move from country to country). She keeps her girls at university level, and they ace all of the mandatory tests. They are fluent in several languages, can do complex maths in their head, and are way more advanced than most kids their age in their home country. My friend is nothing special, she never finished uni herself and struggled through highschool, but her kids matter to her deeply, so she learned for them. Unfortunately my friend is rare. Most people homeschool children so that they'd have sole say on how they're educated. They don't want them exposed to concepts that they will later have trouble disproving with misinformation. So don't judge automatically, but also, don't be too lax. It's usually a conservative conspiracy theorist/religious act.
