They basically took a year off work and traveled across the newly formed USA.
Basically, they took a really long vacation to go sight-seeing.

I was wondering if there were any other types of Fragments. Along with this, the two beings that make the Fragments, do the Fragments appear at random or only when a Government is created?
Only the Big Government Personifications are Fragments. So the Departments, while part of the government, would not be fragments.
Fragments only appear when Governments are created, and their Husks are usually created a few years beforehand.

The Husks are the creation stage!
So: baby Adam and Robin appeared on September 4th, 1770. They were not actual Governments at the time, they were the Fragments that would eventually become the Governments.
These Husks basically wander around— Adam and Robin’s baby Husks basically spied on the Colonies and screwed with the British— until they are fully formed.
On September 4th, 1774, Adam and Robin officially became the Government personifications— and immediately broke into Pennsylvania’s house and got adopted.
To put it short: Husks are the ‘larvae’.
