I don't think it's Gaster, given the somewhat whimsically-sassy tone, similar to some kids' show characters, I think this is chapter 3's secret boss. One who's even more aware that Jevil and Spamton.

A very special valentine has been found!! It is completely unknown who this may be, as they have knowledge of "Delta Rune" but don't seem to speak like Gaster!! Is it possible it could be Tenna?? (Credit to @tonsnumber1fan for finding this)

Rouxls Kaard is probably not Gaster. It would be a little too far fetched right now with how little information we have on him

but that would be so damn hilarious I feel like it HAS to happen on that merit alone

Just imagine this scientist with a dark history of dangerous experimentation and is behind the scenes pulling the strings on the entire story... and like 90% of that story is spent on him cosplaying as a My chemical romance wannabe with the most silly fake accent he could come up with- this fucker has been at the edge of existence and has witnessed the void and all of its vastness....

but also he is doing this for some reason listen, you and i both know this is probably unlikely. But imagine the comedic potential if it IS true-
