Maybe it’s because the readers never get to see a nicer side to Kestrel like we do with Coral- yes, coral is abusive to her staff, but she CAN be caring, especially towards her daughters. She’s a devoted mother, unlike Kestrel. in my opinion, scarlet IS worse than kestrel. They both abused/manipulated dragonets, but the reason Scarlet is worse is because she turned that relationship into a show of power. Also, the idea of evil monarchs is very common, almost expected, so that might be another reason. Scarlet was bad in many other ways that overshadow her manipulation of Peril, so when we think “dragonet abuser” we usually think of how Kestrel abused the DoD

To this day it always surprises me how the character this fandom hates the most is always Kestral. Even though plenty of other characters have done much worse things. Scarlet physically abused and groomed Peril, which is much worse than anything Kestral ever did. even though the fandom loves her. Coral verbally abuses and mistreats the people around her, much more than Kestral ever did to the Talons or anyone else, I could go on. I'm not an apologist or anything it just baffling to me
