Also, the scene is showcasing that even if they come to forget Utena what she did to them can never be forgotten or even erased. Juri had forgotten the name of the boy but she couldn't find herself to forget what happened or what he did.
I think that's a big part of the epilogue, all the council members have moved on and they're doing better in life. Maybe someday they'll completely forget about Utena and Ohtori but the fact that she changed their lives will always ring true.

I love this so much, Not only do I think it's a way to foreshadow Utena being forgotten But also a way to ask the audience to forgive everyone for forgetting her. One of my favorite parts is Juri never said that the boy drowned he just got washed away, implying that Utena didn't die by Anthy's stab wound at the At the top of a Ohtori Academy she merely disappeared washed away forgotten but we all know that she was never truly forgotten. On the outside world they're both free.
Now together they shine.
