Been thinking about Nanbaka again, as you do, and I’m wondering what the situation is here with languages and international communication.
Nanba Prison is in Japan, so most of the guards are Japanese and probably native speakers of Japanese. Because it’s an international prison, though, lots of the inmates are Not Japanese and it's not clear how they communicate with the others if they're not native Japanese speakers.
Jyugo speaks Japanese but can’t read / write it. Nico, Uno and Rock are all native English speakers though, and communicate with Jyugo just fine. This means that either a) the other three all know Japanese or b) Jyugo has learned English. I think the former is most likely; Jyugo is always exasperated by the others’ foreignness and probably wouldn’t learn English when there’s 3 of them and only 1 of him, plus learning is quite hard for him.
Nico couldn’t read before he moved to Nanba Prison and started reading manga, so he can probably read Japanese but not in English.
Samon is Chinese and probably fluent in Mandarin, but it’s likely that he needed a certain level of Japanese proficiency to qualify for a job in a Japanese prison. Learning is pretty hard for him as well though (see ch. 178) so I can’t imagine he had a very good time with that. Solution? Shove all of the other native Mandarin speakers in his Building. Problem solved. I imagine that a lot of the other guard’s belief that Samon is stupid might be perpetuated by Samon’s poor Japanese, which could also explain why he gets along really well with others in his Building, but not so much in the others.
Speaking of the other native Mandarin speakers, I don’t think any of cell 8 would know another language. They only went to Japan for going to prison purposes and, before prison, were probably too busy murdering people/pretending to murder people/making poison so that someone else could murder people to learn a second langage. Liang is shown speaking Mandarin in ch. 44 so I assume that can speak Japanese as well. I don’t think Upa would want to learn a second language, but must be able to communicate with Nico somehow.
Kenshirou, Kiji, and Hajime are all Japanese and probably wouldn’t need to know a second language. Hajime is considered a very good all-rounder though, so he might be fluent or semi-fluent in a couple others.
Trois is French so he’s probably fluent in French. French speakers learn English in school so he probably knows good English as well. Honey is biracial and canonically very good at Japanese, but probably communicates largely in English with Trois. Trois probably tries to teach him some French, but I doubt he would be interested.
Musashi, who is canonically fluent in over forty languages and can read Braille, is an outlier who shouldn’t be counted
