Ooh, that's a good one!
For me, I think the divide mainly lies in that psionic powers are something someone is born able to do, and magic can be learned by anyone with the right materials, though some (read: Dipper) might have a natural talent for it as well (and some creatures are naturally magical, but this kind of goes into how the two things differ, which I talk about in a bit).
I think it'd also be an internal connection with paranormal energy focused through the mind versus an external connection that requires additional measures to access.
Psionic abilities also seem to have a set range of things they can do-- it might vary a little bit from person to person, but otherwise the number of abilities are fairly limited. The upshot is that with enough practice they become fairly easy to use, and as long as you're careful, get enough rest, and eat well, you probably won't suffer too much from using them. So following this logic:
Raz falls under the Psionic umbrella
Norman does too, though I think his abilities are distinct from the general psychic ones (which I will elaborate on eventually ;3 )
Interestingly I think the Gremloblin falls under this category too; no reason why its nightmare vision isn't a form of clairvoyance and hypnotic suggestion
Magic is more unpredictable; as long as you know the right spell or have the right ingredients, you could conceivably pull off just about anything. Now those ingredients might be almost impossible to get, and your power could come at a terrible cost, but hey, you did magic! Awesome! Too bad the town is, you know, overrun by zombies now. Way to go. Things that fall into this would be:

Any of the spells in the books, obviously
The cursed wax figures. Why were they cursed, and how? Who knows, but wax figures don't become cursed to come to life all on their own. Maybe someone was pulling a prank, haha.

There seemed to be great interest in producing audiobook/read-aloud versions of Artisticthingem’s Mystery Kids fanfiction, so I’m going to move ahead with the idea. My plan is to do a test-run using the opening chapter of Mystery Kids: Beginnings. That will allow all of us involved to figure out exactly how much time and energy the project requires without getting in over our heads.
I’d like to use voice actors for the dialogue and have the rest read by narrators. That way, anyone can participate, regardless of vocal range. As Artisticthingem’s fic is quite long, we will have alternating narrators. No voice acting experience is needed. I’m not too picky about microphone quality. Background noise is acceptable, but I will request that all ensure they can be clearly heard in their recordings.
For this first attempt, we will need several narrators and voice actors for each of the following characters:
Dipper Pines Mabel Pines Stan Pines Norman Babcock Gideon Gleeful Bud Gleeful
