Honestly, I can see them both being friends.

For example, in the past

They were both suffering From someone who disappeared from their lives. they both meet By chance. Vox didn't know this was the King of Hell. They talked for a while After the conversation, they became friends.

Or here's another idea

When Lucifer started living in a hotel, he wanted to annoy Alastor So when he heard rivalry between Alastor and Vox.

He had the idea to befriend Vox to make Alastor annoying. But over time they became close friends. Vox told Lucifer that he and Alastor were friends. And in Lucifer's mind, they were friends before, oh, that's better. This will make Alastor even more angry when he finds out that I'm befriending his former friend.
