Pals, in episode 1, I think Joo Won wanted Dong Sik to be his partner...

Joo Won has been obsessing over Dong Sik for 9 months and stalking him for roughly the same amount of time (being the amateur photographer that he is). In episode 1, Joo Won and Sang Bae are in Sang Bae's office and they are discussing Joo Won joining the team. The FIRST thing Joo Won asks is "Who is my partner?" He knows everyone who works in Manyang Substation because of his stalking. He is clearly anxious about who will be his partner.

When they're all being reassigned to the different teams, Dong Sik rejects wanting to be Joo Won's partner (based on the very silly reason of "hE's NoT mY tYpE"). Joo Won's response? Surprise and intrigue.
