i mean

whose to say charlie cant be forced to do something that would bring harm to someone else?? like i mean, so you cant just shove a weapon into her hands and say 'kill [blank]', but she could certainly do something that would give someone else the ability or cause someone else to get hurt yknow?

like. idk, there probably is no scenario for this but imagine he wants information on how to kill a species, and that people with high authority have that knowledge

so she can give it to him. but she wont be doing the harming, he will, so it still counts right?

does that make sense?
