here’s my thinking for the fishman/minx’s experiment theory they made the seraphim which are clones of separate D.N.A with devil fruit abilities. And then made kuma into a slave robot on purpose. I feel like they made the fishmen to be slave laborers because there stronger then humans and gave them “fish powers?” Incase they needed to fight but got liberated by joyboy who made fish man island by blowing bubbles like in SpongeBob (a la tune force) and promised to save them when the government was defeated but joy boy lost so he could never full it.
