V1 theory: Remember when Bloodmoon had said he had ripped a kids head off? I feel like Dazzle may have been that said kid due to her being unable to talk in her ghost form. As she isn't the first ghost child in TSBS universe; the fact she can't really speak throws her off of the rest (Evan, Elizabeth, Andrew, Jake, are just the ones I can name). I believe that if her vocal chords had been torn apart when she died she as a ghost would've lost the ability to speak as a 'scar' of her death. And then in an animatronic suit a voice box takes the place of her vocal chords.

V2 theory: However I believe it could also be a bit of a mental thing, knowing Bloodmoon he likes making things agonizing, and if her vocal chords had torn (or if she shot them out from screaming) before her head was fully gone then she may have memories of wanting to scream, apologize, anything just to make it stop, but being unable and not understanding why she couldn't make noise. So she believes she can't make noise when a ghost as well. Only believing she needs something else to help her speak like a voice box.
